COUNCIL CALLS FOR REBATE AND URGENT ACTION FOLLOWING DISASTROUS ‘BETTER RECYCLING’ ROLL-OUT

Opposition councillors have tabled a motion demanding a financial rebate for residents following months of widespread operational failures, missed collections, and administrative delays under East Suffolk Council’s new 'Better Recycling' scheme.

The initiative, which launched three months ago, has faced severe criticism from both residents and local representatives. Since its implementation, the council has been inundated with complaints regarding thousands of missed bin collections, undelivered recycling bins, protracted delays, and uncollected food waste. Local ward members argue that these sustained performance issues have severely eroded public trust in the council’s administration.

Despite early warnings and robust advocacy from ward members on behalf of frustrated taxpayers, critics argue the administration was too slow to acknowledge that the new process was failing. Initial concerns were allegedly dismissed by leadership as mere "teething problems," with some social media criticisms downplayed or trivialised.

The introduction of the new food waste caddies has experienced the highest rate of failure, driving many frustrated residents to stop using the service entirely.

In response to the disruption, a formal council resolution has been put forward to rectify the failures, repair reputational damage, and restore confidence. Crucially, the motion resolves to commit to a 0.2% council tax rebate for all East Suffolk residents during the 2027–28 budget-setting process to directly recognise the frustration and inconvenience caused by the botched roll-out.

The motion which will be discussed next Wednesday at East Suffolk’s full council meeting states "Elected members answer to the tax-paying people of this district who elected them to deliver efficiency and value for money. The roll-out of this initiative has fallen short on multiple fronts. It is incumbent on this administration to swiftly rectify the issues, repair the reputational damage, and build back the trust and confidence that has been lost.”

Cllr Jepson, leader of the Conservative group said “We purposely gave the administration time to embed recycling before formally taking it to full council. There have been improvements, but even three months later, lots of residents are still very frustrated. I think it is right the administration should offer a rebate, however small, to recognise their failures.”

Cllr Peter Byatt, leader of the Labour group, added: “I share Councillor Jepson’s disappointment with the roll-out of this new scheme that was supposed to enable and encourage better recycling of our domestic waste. In particular, I am aware that some residents have given up using the food collection caddies, which is a shame, as this is a key part of the government initiative.”
